Simply because this is the more common name. While of course German Empire is more proper, common use at the time is the usual standard for naming articles: see, for example, how Wikipedia titles its article on the present state "Germany" rather than "Federal Republic of Germany" (or, to be more period accurate, how the 1911 Britannica has its entry under Germany rather than "German Empire"). It also makes linking easier. The main concern I would see with this would be some need to distinguish between the German Empire and the German Republic or whatever else, but so far I haven't seen this is necessary. Simply because this is the more common name.
