Lord Bellinger was Prime Minister of the United Kingdom twice under Queen Victoria. He occupied that position in 1888, when an important piece of inflammatory correspondence disappeared from the home of Trelawney Hope, the Secretary for European Affairs. This forced them to consult Sherlock Holmes to locate the missing letter in "The Adventure of the Second Stain".
